Newly appointed State Minister for Internal Affairs, Dr Lawrence Muganga, has pledged to serve with honesty, humility and dedication following his appointment, promising to focus on public safety, peace and effective service delivery while thanking President Museveni for entrusting him with the responsibility.

Muganga is among the new ministers announced on Tuesday evening by President Museveni.

In his first public response to the appointment on Wednesday, Muganga, who is also the Vice Chancellor of Victoria University, said he understood the weight of the responsibility entrusted to him and promised to focus on public safety and the protection of peace across the country.

“With a grateful heart, I sincerely thank His Excellency President Yoweri Kaguta Museveni for appointing me Minister of State for Internal Affairs. It is a great honour, and one I do not take lightly,” he said.

“I understand just how big this responsibility is. Behind this appointment stand the hopes of millions of Ugandans, the safety of our communities, and the future of a country that continues to grow stronger under His Excellency's leadership.”

Muganga added that he would approach the office with humility and a deep sense of duty.

“I promise to work hard, to act with honesty, and to give my very best every single day. My focus will be simple and clear: to help keep our people safe, to protect peace in our country, and to serve Uganda with all the energy and care I have,” he said.

He also thanked President Museveni for entrusting him with the role, promising to work hard to prove that the trust was well placed.

Muganga replaces David Muhoozi who missed out on the appointments.

The appointments are expected to undergo parliamentary vetting before the ministers formally assume office.

A Ugandan-born Canadian researcher and academic administrator, Muganga currently serves as Vice Chancellor of Victoria University.

He is also known as the author of the bestselling books You Can't Make Fish Climb Trees and Authentic University, both centred on education reform and innovation.

During his tenure at Victoria University, he introduced what the institution describes as “Authentic Learning Education”, a practical learning model aimed at equipping students with real-world skills.

Under his leadership, the university attained charter status from the National Council for Higher Education, enabling it to offer Masters and Doctorate programmes, while also introducing initiatives such as the Career and Employability Programme and the Victoria Innovation Hub.
